Increase in mob violence due to failure of justice delivery system: President
New Delhi, Feb 23 (ANI): President Pratibha Patil today reacted to the mob fury in Bihar, and said that the increase in cases of mob violence was due to failure of the justice delivery system.
Patil reacted to the incident at an All India Seminar on Judicial Reforms organized by the Confederation of Indian Bar here after reports of a fight between two students over a mobile phone turned into a mob fury in Hajipur in Bihar.
One of the students stabbed the other and was later dragged to the streets by a mob and beaten mercilessly.
He had been taken to police custody, but the angry crowd dragged him out and thrashed him in full public view. The police just watched helplessly.
Patil said that the time has come to collectively introspect on the causes of the ills of judicial administration “without being unduly touchy and sensitive to criticism” and find solutions squarely.
The President also highlighted the need to galvanise the judicial processes by modernizing them and encourage an Alternative Dispute Resolution.
“Time has come when we as stakeholders, without being unduly touchy and sensitive to criticism, have to collectively introspect the causes of the ills of judicial administration and find solutions squarely,” she said.
Making a forceful plea for easy accessibility to affordable justice for the common litigant by effecting transparency in the judiciary administration, she said, “We need to have in place a judicial machinery which is easily accessible and dispenses affordable and incorruptible justice to the people.”
Sitting and retired judges of the High Courts and the Supreme Court apart from Chief Justice of India (CJI) K G Balakrishnan, Union Law Minister H R Bhardwaj, Attorney General Milon Kumar Banerjee and Solicitor General Goolam E Vahanvati among others attended the function.
Organised by Confederation of India Bar (CIB) headed by Pravin H Parekh, the two-day seminar is being attended by 1400 delegates from all over the country.
At least 14 sitting judges of the Supreme Court would address the judicial fraternity to help prepare the roadmap for speeding judicial reforms. (ANI)
